I do not agree that this is an appropriate use of the 451 Unavailable For Legal Reasons HTTP response status code used by The Gettysburg Times.
A screengrab of the web page returned to me by the Gettysburg Times. The text reads "We recognize you are attempting to access this website from a country belonging to the European Economic Area (EEA) including the EU which enforces the General Data Protection Regulation (GDPR) and therefore access cannot be granted at this time. For any issues, contact news@gettysburgtimes.com or call 717-334-1131."

Thanks for bringing it to my attention.

My view on the matter has shifted now from "I do not agree that ..." to "I am not comfortable that ...".
